gives sponsors greater control over the refugees' adjustment. Refugees in the U.S. have greater autonomy: their relationship with sponsoring organizations is more bureaucratic and these organizations are less dependent on local conditions for their operations. One consequence of refugees' dependence on community sponsors in France is that local conditions determine the extent of their social citizenship, for example, the closing of a CPH (see Table 6.3). Declining numbers of arriving refugee and the availability of jobs are the most frequent causes of closings. However, neither are very efficacious since they lead to closings only in combination with other causes. The administration of the CPH, the housing market, and the opinions of local officials, are more powerful causes in actually determining the fate of a CPH. On the whole, local rather than national conditions are more significant in shaping the resettlement of Indochinese refugees in France. Decentralizing incorporation to take advantage of positive public opinion increases local sponsors' control over the refugees by local sponsors, especially prefects and mayors. In the U.S., major changes in the resettlement program result from fiscal decisions at the national level, such as cuts in spending to balance the federal budget.

Because local officials control refugees' access to social welfare resources, many CPHs divide their social services by function. Separate staff help refugees get employment permits and a family allocation, while others work on housing and job training. A visit to one CPH disclosed that it had six different budgets for its staff as a result of local policy (FTDA 1984d). CPH staff explain that they specialize in a single service in order to have the expertise necessary to wrest benefits from a local government office. In the U.S., federal funds assure the supply of services, and refugees usually do not need
